Alliance Global Group CEO Kevin Tan is further growing his Philippine portfolio with new integrated resort developments in Boracay and Cebu.

Philippine conglomerate Alliance Global Group Inc. (AGI), the parent company of Travellers International, is eyeing up to $2 billion in investments for integrated resort developments in Boracay and Cebu.
AGI initially revealed plans last year for a $300 million casino resort in Boracay. The project will feature 2,000 hotel rooms, upscale villas, a private beach, and an 18-hole golf course. The resort is expected to open by late 2025 or early 2026.
Boracay, one of the Philippines’ most popular tourist destinations, has been described as a “paradise reborn.” Once overwhelmed by unchecked tourism and overdevelopment, the island faced severe environmental issues — from overcrowding and excessive construction to piles of trash and illegal sewer lines discharging waste into the sea.
In 2018, former President Rodrigo Duterte famously called Boracay a “cesspool” and ordered its closure for six months to undergo major environmental rehabilitation.
The strict intervention paid off, and the island has since recovered much of its natural beauty. AGI President and CEO Kevin Tan aims to preserve that progress, prioritizing luxury and sustainability over mass tourism.
In a 2024 interview, Tan described Boracay World Resorts as “boutique-style,” emphasizing that it would not be a large-scale development. “We want it to be just right for the island, with a more sustainable design,” he said. According to the Manila Standard, AGI also plans to power the resort entirely with solar energy by 2026.
AGI pursues ‘long-term growth’ in Philippines
A second boutique integrated resort in Cebu marks a $400 million investment by Alliance Global Group Inc. Mactan World Resorts, located within a larger master-planned development, will include a hotel, casino, and a wide range of non-gaming amenities. AGI President and CEO Kevin Tan described the project as a “gaming and leisure hub” expected to generate over 5,000 new jobs for Lapu-Lapu City and neighboring areas in Cebu.
Tan expressed strong confidence in the region’s potential. At the launch of two Gordon Ramsay-branded restaurants last Saturday, he told Philippines SunStar, “We truly believe in this province’s growth. It’s dynamic, and the people are very welcoming.”
AGI is also expanding its hotel footprint in the area. The development will be supported by the upcoming 2,500-seat Mactan Expo Center, with the integrated resort set to open by 2026.
In a recent SEC filing, AGI stated that total investment for its Boracay and Cebu integrated resort projects could reach up to $2 billion, in line with its long-term growth strategy.
Through its Megaworld and Travellers brands, AGI is on pace to offer 10,000 hotel room keys by the end of this year, with a target of 12,000 by 2028.
