Caesars’ Big Brazil and Sportingbet apply for licenses in Brazil.
Sportingbet applied for a sports betting and igaming license in Brazil on Thursday, July 25. The next day, Caesars Sportsbook's Big Brazil also applied, joining Sportingbet, Betano, Superbet, and Rei do Pitaco.
By applying within the initial 90-day priority window, Sportingbet and Big Brazil will have their applications prioritized by the Ministry of Finance’s Secretariat of Prizes and Bets (SPA).
The SPA guarantees that applications submitted by the August 20 deadline will be processed by January 1, 2025, the expected launch date of the legal market.
Licenses will be valid for five years and will cost BRL30 million (£4.6m/€5.4m/$5.9m). Licensed operators can offer gambling through three skins. Those who do not secure a license by January 1, 2025, will face penalties.

Brazil applications starting to pick up

With just three weeks until the August 20 deadline, only five license applications have been submitted.
Four of these applications were filed in July, following a dry spell in June after Betano, owned by Kaizen Gaming, became the first to apply on May 26, shortly after the window opened.
Despite the slow start, Aposta Ganha CCO Hugo Baungartner expects the pace of applications to pick up as the deadline approaches.
The four-phase regulatory rollout is behind schedule. Anti-money laundering regulations, expected in May, were only released in mid-July. Full regulation clarification, expected by the end of July, now seems unlikely with technical standards and industry contributions still undecided.
Despite the delays, Udo Seckelmann from Bichara e Motta Advogados expects up to 60 operators to apply by August 20, while Baungartner estimates between 20 and 25 applications by the deadline.

Caesars submits proof of concept to Loterj

While applying for a federal license, Caesars has also completed a proof of concept (PoC) for the Rio de Janeiro State Lottery (Loterj) to operate sports betting and igaming in the state.

Caesars’ licensee Big Brazil announced its goal of obtaining Loterj accreditation back in March. Big Brazil president André Feldman visited Loterj president Hazenclever Lopes Cançado to express the company’s interest.

After submitting the PoC to Loterj, Feldman expressed his excitement about Big Brazil’s plans. “We will introduce the Caesars Sportsbook brand into the country through the state of Rio de Janeiro,” Feldman said.

He emphasized that they chose Rio de Janeiro, with its population of over 16 million, because it has more potential than several European countries of similar size, like Belgium, the Czech Republic, Greece, Sweden, and Portugal.

A Loterj license would allow Big Brazil to operate in Rio de Janeiro. However, past companies with Loterj accreditation have been permitted to operate nationally, drawing criticism for Loterj.

In April, the Brazilian Institute for Responsible Gaming (IBJR) criticized Loterj for overstepping its boundaries. “The acts carried out by Loterj create disorder, raise unnecessary doubts, and harm the process of regulating the fixed-odds betting industry in Brazil,” the IBJR stated.
